No. @grok is the chatbot you can tag on X. Grok Bot is a separate agent product with its own app and cloud computer.

Do I need a paid plan for ChatGPT dots?

Yes. At launch, dots are included with ChatGPT Pro and Business Premium. Free, Go and Plus plans do not include them.
